Expand federal program capture
Description
The 2.0/2/.1 Ed-Fi model only has a partial representation of federal programs, and these programs are critical in state use cases (e.g. reporting) and often used in LEA analytics or operational use cases. The proposal is to expand the model to cover the standard EDFacts areas, and align that capture with CEDS.
There is also evidence that this lack of support is causing fragmentation via extensions, and that is not good for SIS vendors and others. One prominent example are the various state extensions to capture homeless student information used for McKinney-Vento reporting. We found 3 different state models for this. Data Standard 2.1 had proposed an indicator on Student itself, but the optimal solution is to connect that indicator with the program data capture itself.
This work will reduce this fragmentation, and create standardized capture locations for major federal program data.
