Alignment of StudentSpecialEducationProgramAssociation

Complete the following to better align with EdFacts/CEDS:

• Add the following properties to StudentSpecialEducationProgramAssociation

• Create new SpecialEducationProgramService common type (documentation "The student's special education program service information.") to include:

• Create SpecialEducationProgramService descriptor (documentation "This descriptor defines the services provided by an education organization to populations of students associated with a special education program.") with values:
  • Speech-language and audiology services
  • Interpreting services
  • Psychological services
  • Occupational and physical therapy
  • Recreation, including therapeutic recreation
  • Early identification and evaluation of disabilities in children
  • Counseling services, including rehabilitation counseling
  • Orientation and mobility
  • Medical services (but only for diagnostic or evaluation purposes, not for ongoing treatment)
  • School health and/or school nurse services
  • Social work services
  • Parent counseling and training

• Update the annotation for Disability common type reference on StudentEducationOrganizationAssociation to indicate relationship with LEA evaluation. (documentation: "The disability condition(s) that best describes an individual's impairment, as determined by evaluation(s) conducted by the education organization.")
• Add ReceivedEducationServicesDuringExpulsion boolean indicator to DisciplineAction as optional property. (documentation "An indication of whether the student received educational services when removed from the regular school program for disciplinary reasons." – adapted from EDFacts definition)
