Proposed Model for Course Ref within course transcripts

    Description

      We need to consider revisions to the CourseTranscript/SAR domain, given key issues and the fact that the concept of "possibly referential" Courses has not been well received by the community. 

      Needs:

      1. Updated UML docs for the new domain design, attached to the page. See changes listed in the page
      2. A review of the model for any other changes needed, or other issues to resolve around these problems.
      3. A review of the DATASTD backlog to see if there are any other fixes to consider as part of these changes
