Course Transcripts - remove Course and Student Academic Record references as being required

    Description

      Use Case: A student transfers to a new school or takes a course at a different location than where they are primarily enrolled
      1. The reporting school does not have the 'Course' & Course Offering associated with their school because they do not offer the course which causes the course transcript record to fail because of the Course Reference
      2. When a student takes a course at a different location or transfers in it may not be known what term the student completed the course in or the reporting school does not have the same term structure which causes the user to have to enter a term value as an 'override'

      Recommended Solution: Make Course Transcripts similar to sections where you have a 'unique identifier' for each course transcript record as the key and make the Course and Student Academic Record references optional.
