Change CourseOffering natural key to make non volatile.

    Description

      We have heard complaints that the LocalCourseCode in CourseOffering often changes in SIS system and that this results in problems with updating entities. The issues also seems to be that CourseOffering is part of the key to Section, which is widely used in the model to establish identity.

      Common practices seem to be tasks like splitting a particular course offing into two, and creating a new LocalCourseCode to reflect that, which would then lead to the need to delete and re-add all Sections with the updated value/field.
