Plans for additional primary keys in Course Transcripts?

Are there any plans to add more primary keys to the Course Transcript resource in the Ed-Fi data model? 

Students who take multiple parts of the same course within the same term are unable to keep multiple transcript records because their data submissions keep being overridden.

Example:

Online Schools will enroll students in multiple parts of the same course. These records will utilize the same CourseCode and TermType (these will normally be Year-Round for online schools).

For example, a student can take the following course parts during the same term:

The School can only submit one Transcript record instead of two. This is because submissions with the the same CourseCode and TermType at the same EdOrgId will override one another. As a result, the student will have one Transcript record instead of two. This is because an item like Local Course Code is not part of the Primary Key:

Are there any discussions or plans to add more Primary Keys to assist with maintaining the Transcript records for circumstances like these?
