Consider DateTime data types into Date & Time as two individual Data Elements

As mentioned in the ticket DATASTD-2097,  AdministrationDate and AdministrationEndDate in StudentAssessment and StudentObjectiveAssessment are not actually fitting in the practices in the field with their Date Time data type since assessment vendors usually do not record the time for delivery and end time of the assessment.

Actions:

• Change the type of AdministrationDate and AdministrationEndDate to Date,
• Create two new attributes AdministrationTime and AdministrationEndTime as Time variable with time zone stamp and add them to StudentAssessment and StudentObjectiveAssessment entities as optional data collection.
