Review on Ed-Fi's Date Time Data Elements

It is brought to our attention that some of the data elements defined with data type Date Time are not actually fitting in the practices in the field. For example, the studentAssessment.AddministrationDate is defined as a Date Time data collection and reportedly not every assessment vendors are marking the time students are assessed. So common anticipated practice is that vendors just put an arbitrary made up data for time while they are recording only the date of the assessment delivery. Even though this data collection is optional and community members have the freedom to collect or collect the information, such practices would pave a way for invalid data collection. Moreover, We do not know if there are more severe issues for other data elements defined as Date Time.

This ticket is to determine, study and find a solution to all data elements in the model that defined as a Date Time type data collection.
