Student Assessment Enhancements: TestDurationInMinutes and TestStartTime

Use Case: I am working with some data visualizations for the Parent Portal and I am helping analyze/map some NWEA MAP Assessment data. 

I found really interesting that they have these 2 fields:

1. TestDurationMinutes: The amount of minutes it took the student to complete the assessment.
2. TestStartTime: The time of day the student started the assessment.

I found both really interesting and could do analysis regarding which students do better based on time spent and time started. Are students better when tested in the morning or later in the afternoon?

For now I am adding an extension but I think this should be considered as part of the standard.

*Note: I would add them as nullable fields. That way its a non braking change. Additionally I dont think all assessments track these items.
