Capture Charter Waitlist Flag for students who are in the wait list at a charter school

Use case - Need to capture if a student is wait listed in a charter school or not.  Boolean field

Student A is wait listed in Charter School A.  Charter School A should be sending the boolean value for Student A to TEA.  The important point is,  these students are not enrolled in that charter school.  So there is no enrollment record.  Another point, these students could be enrolled in a public school or home school or never enrolled.  

I was thinking the closest match to capture this information is  SEOA.  Is this the best place to capture?

Will the authorization strategy out of the box work for this?  The ODS-4376 is created to get an answer to this question.  The answer is, it is not possible
