Create unified model of an Application

EPDM defined an Application entity to reflect the application of postsecondary students. DATASTD-1479 defined a potential Application entity to reflect the application of K12 students into charter schools. Both concepts were provided to the field for initial implementation.

This ticket is to investigate a unified Application entity that would serve both purposes:

• Solicit input from the field for their experiences with the previously drafted solutions.
• Create a unified Application entity, if possible that serves both purposes.
• Review the new concept with the field
• Consider its appropriateness for inclusion into the core ED-Fi data model
