Review use cases from implementations and make decisions about how to change program.  

Consider removing TeacherPreparationProviderProgram

Do programs exist independent of Teacher Candidates?  Should program be embedded within TeacherCandidate?

Consider adding TPPProgramDegree to TeacherPreparationProviderProgram domain INSTEAD of TeacherCandidate.  Degree should be a child or TeacherPreparationProviderProgram.  May need to add it to TeacherCandidateTeacherPreparationProviderProgram as well.  

Will also potentially need to add AcademicSubject to TeacherPreparationProviderProgram.  

May also need to add a new domain so that canidate is aligned to TeacherCandidate, ApplicantTeacherPreparationProviderProgram.
