Change the way TPPProgram is defined

Both UTRGV and SHSU determine the College or Program a student is in based on a combination of degree type, multiple Majors, Minors and Concentration Codes.  

Currently there is only the ability to capture one Major and one Minor.  Propose to add a complex element that allows implementers to capture both the code and name for multiple majors, minors and concentrations codes as well as a way to capture the date any changes to this are made.  This would then potentially turn into the college or program the student is "enrolled" in.
