    Description

      In the 2.0 Final ODS foreign keys were added between CourseTranscript - School and CourseTranscript - Course. These were intentionally omitted from the draft version of 2.0 so that CourseTranscript could record historical data for Schools and Courses that did not exist in the current year's ODS.

      This is different from most other foreign key issues. The ODS is incorrect and MetaEd is too.
