Data Standard does not support historical course transcript when Course is missing

    Description

      In the 2.0 Final Data Standard - CourseCode is required on Course Transcript. This can prevent entering historical transcripts where course code is not available in current year course data.

      SchoolId is optional on CourseTranscript, but is a reference to school which requires that the schoolid be contained inthe School Table. This could result in a failed course transcript submission when the id submitted no longer exists.

      Need to analyze existence and severity of use case in the field.
