Changing TermType to a descriptor + type

In AR and AZ (and possibly TN) the states are asking or have asked for modifications to the list of available terms. Given that term is currently in a type table and states are already looking to or already have modified the list, it appears that we should move this to a descriptor + type configuration.

One such example is having 8 terms which are not currently supported by the schema. Attempting to add a session as a MiniTerm doesn't work since that will violate a PK on Session.

Vendor emails can be supplied as evidence including a recent one from STI working on Franklin in TN.
