Data Standard V1.2

Description
Infinite Campus has suggested that the Ed-Fi data standard align country codes to the ISO standard. This makes sense given that the ISO standard is adopted internationally by numerous organizations. Meanwhile, the states don't require the flexibility to add countries in the same way that they would need to add classroom positions (i.e. ClassroomPositionDescriptor). In addition, if the states were required to keep these countries up to date on their own many states would not have the resources to do so and others may forget. If these are types that are kept in sync between ISO and Ed-Fi, the vendors would have a consistent integration experience between states.
