Session.SchoolReference seems to exclude LEAs and needs annotation

    Description

      Session.EducationOrganizationReference (in v1.2 xsd) is changed to Session.SchoolReference (in draft2.0 xsd)

      the new name suggests that a LEA should not be referenced here. Why was that done.

      Additionally, SchoolReference needs an annotation.
