Fix DATASTD-1749 Sample Data - AssessmentReportingMethod

The new data in DATASTD-1749 AssessmentReportingMethod from ‘uri://act.org/AssessmentReportingMethodDescriptor’ namespace but those AssessmentReportingMethod values do not exist in https://github.com/Ed-Fi-Alliance-OSS/Ed-Fi-Standard/blob/main/Descriptors/AssessmentReportingMethodDescriptor.xml . The data is not loading in the platform sample data build.

Fix is to change the sample data to match already existing values in AssessmentReportingMethodDescriptor.xml
