Create new Assessment sample data based on updated model

• Create a new Assessment - called something like "Algebra End of Term Assessment"
• Base the sample data on the same students and section as used in the Gradebook sample data: https://github.com/Ed-Fi-Alliance-OSS/Ed-Fi-Standard/blob/main/Samples/Sample%20XML/StudentGradebook.xml 
• Based on DATASTD-1732 add sample data to account for added fields (KISS - Just go manual and limit to one sample that helps with understanding things like an optional)
• The Assessment should have at least one ObjectiveAssessment
• For now, don't worry about including AssessmentItems or StudentAssesmentItems in these files, but make a list on this ticket of the changes for which we don't have sample data because of this exclusion

So there are 2 new sample data files, one called

• AssessmentMetadata-AlgebraEndOfTermAssessment.xml
• StudentAssessment-AlgebraEndOfTermAssessment.xml
