Update Interchange/Finance.metaed to align with RFC-18

A community Finance Working Group defined a new Finance model that would replace the existing one. It was documented in an RFC at https://techdocs.ed-fi.org/display/GOV/ED-FI+RFC+18+-+FINANCE+API.

Interchange/Finance.metaed needs to be updated in order to align with the changes. This change is  necessary for new sample Finance data.

AC:

1. Update Interchange/Finance.metaed to include all domain entities under the new Finance domain
2. Do a metaed build and update the interchange files
