Description
We are curious how other Ed-Fi SEAs, LEAs, Co-ops are capturing timely SPED evaluation data, including in scenarios where they don't typically collect studentSchoolAssociation. Examples of this include:
- Home Schooled Students
- Students in a private school not participating in Choice
- Students in a Choice school who are not Choice participants.
- Students who are below compulsory school age (but at least three years old) who do not qualify for special education
There is a project request in Wisconsin to replace a legacy application and have the data flow in via the WISEdata Ed-Fi API. We are proposing to use /studentEductionOrganizationResponsibilityAssociations (in the case where there is no /studentSchoolAssociation because of scenarios listed above) or /studentSchoolAssociation as the core for authorization and then have a new endpoint (extension) that collections the following:
Ed org id* : LEA id /we could allow at school level
Student reference
Parent consent date * ( required)
Date consent Received* ( required)
Evaluation Completion Status* ( Boolean) ( required)
Date Eligibility Determined
IDEA Eligibility status (boolean)

Here is more background on the collection of the timely SPED evaluation data:
After a parent gives consent for their child to be evaluated for Special Education eligibility, LEAs are required by law to perform that evaluation within 60 calendar days. Failure to perform the evaluation within 60 days is an instance of noncompliance, which is important for monitoring and for the Special Education team's APR reporting. We want to record in WISEdata the date of parental consent and the date of the evaluation for special education eligibility. For evaluations that occur more than 60 days after, there are three allowable exceptions that do not result in noncompliance: the parent not making the student available for evaluation, an eval for a Specific Learning Disability (which does not follow the 60-day timeline), or if a LEA picks up an evaluation that another LEA started for transfer students. We want to collect whether any of these exceptions apply. Finally, for all instances of >60 days, we want to collect the "reason" it took >60 days - whether that reason is one of the three allowed exceptions or not.
