      Summary of outcomes for Data Standard 3.3.0-a

      • Problem Addressed: States have begun reporting on more granular values for race beyond the currently defined set from EDFacts.
      • High-level Reasoning: The current work around would require overloading the Race descriptor to include both the EDFacts race values and the additional, more granular values. Details on why this is not an ideal solution are in the original description. Semantically, these are different elements than race so it makes sense to add a new element to track these values.
      • Changes to be Made: Create a new AncestryEthnicOrigin descriptor. Core descriptor values are based on the WI values provided on this ticket.

      WI is doing a project to close the education equity gap that is being identified as existing between Asians and Asians-Hmong group.  So there is a need to collect granular level race information for Asian race.  This is not a requirement at the Federal level but is a requirement at the state level. 

      So the data needs to be rolled up to Asian when it gets submitted to Federal level. 

      Also there needs to be a change at the 'Ed-Fi Generate Plugin'  ETL level, so students are not reported under 'two or more races' when they are actually being under a single race.  

      WI Project Description -

      Data collected on Asian students doesn’t disaggregate between the different ethnicities. When looking at data on the performance of Asian students in Wisconsin, one can easily surmise that Asian students are faring well in school. However, an internal analysis conducted by DPI confirms that Hmong Students perform far below the average of other Asian students who are not Hmong. It appears that Hmong students perform more consistently with that of Hispanic and Black students in Wisconsin. If we are working to close the education-equity gap, then we have to identify all students who are on despairing end of the equity gap.

      Project objectives include:

      • The project objective is to build a frame work that will easily allow and require students, parents, or teachers to identify a student’s ethnicity/race. Anywhere a student, parent, or teacher can select ethnicity/race, under the general category ‘Asian,’ there will now be an option to select Hmong. Using this basic frame work additional groups can be added or if a project with a similar objective is requested, this project can be referenced for cost estimates, effort, and data.
