Remove dash characters in TitleIPartASchoolDesigntation descriptor

Quick minor note, since these items are currently changing:  I pulled down the latest descriptor xml changes (4/9/2018), and ran into a test failure on the TitleIPartASchoolDesignationDescriptor xml.  Cause: some of the new descriptors make use of the en dash character ( – ), which looks exactly like the regular hyphen ( - ) that is used elsewhere.  Here's a short list, in case it helps!

• Title I Schoolwide Eligible School – No Program
• Title I Schoolwide eligible–Target Assist Program
• Title I Targeted Assistance Eligible–No Program
