Update Map Type for "LEA System Administrator" in StaffClassificationDescriptor sample xml file

Summary of outcomes for Data Standard 2.1

• Problem Addressed: Several new map types were added for 2.1, so the sample descriptor values that already exist in the sample files should be revised to map to the matching map type.
• High-level Reasoning: When a matching map type exists for a sample descriptor value, the sample descriptor value should map to the corresponding map type.
• Changes Made: Aligned map types in sample descriptor files as shown in image below

The "LEA System Administrator" enumeration in the StaffClassificationDescriptor sample xml file is currently mapped to "Other". However, since the map type enumeration was added for "LEA System Administrator" in version 2.1, these values should be mapped.
