Update the schema location in the interchange XSD's generated by MetaEd

Summary of outcomes for Data Standard 2.1

• Problem Addressed: The interchange files were moved to a new folder for 2.1, but the schema files were not. The schema location was being manually updated on the interchange files after each MetaEd build to reference the schema file in another folder.
• High-level Reasoning: In version 2.1, the "model" will be less XML based, focusing more on the conceptual model and the API. Therefore, the schema files should be moved out of the "spotlight" and relocated into the Bulk folder with the interchange files. This will no longer require the schema location on the interchange to be updated, as they will once again be in the same folder as the schema files.
• Changes Made: Moved core xsd and schema annotation files into the "Bulk" folder with the interchange; Changed the schema location in the interchange files back to reference the schema in the same folder.

Currently the interchange schemas as generated by MetaEd are looking for 'Ed-Fi-Core.xsd' in their directory but with the current directory structure it should be '../Ed-Fi-Core.xsd'
