Update schemaLocation for Ed-Fi-Core.xsd Schemas in 2.1

Summary of outcomes for Data Standard 2.1

• Problem Addressed: The interchange files have been placed within the "Bulk" subfolder in the Schemas folder, but the schema location must be updated in order for the files to be valid.
• High-level Reasoning: The current schema location for the interchange files expect the files to be in the same folder as the core schema xsd. However, since the interchange files were relocated to a new "Bulk" subfolder in the Schema folder, the schema location must be updated appropriately.
• Changes Made: Changed the schema location from "Ed-Fi-Core.xsd" to "../Ed-Fi-Core.xsd"

Currently the Schemas are looking for 'Ed-Fi-Core.xsd' in their directory but with the current directory structure it should be '../Ed-Fi-Core.xsd'
