Making Ed-Org optional in Applicant and Application domain

This request is to make education organization reference field optional in the TPDM. 

Fields such as "Rise Organization ID" and "Relay Campus Applied" oftentimes do not have any values because applicants have not yet hit "enrolled" at Relay.  When they finally hit this phase that ed-org IDs for Relay Campuses become available. This situation does not always happen, some applications have ed-org ids, but this is not universally true until our internal team audits the application at the final stage and ensures all the values have been appropriately added. 

We decided not to load these students in the first round of mapping, but want to revisit this since we want an accurate # of students who are in the process of applying to our campuses. Unfortunately, we run into applicants who are truly going to apply to the program not being represented until they are fully enrolled. Our applicant numbers in the TPDM dashboards will not be representing the correct count until students are enrolled, but by this time, these students will already have TeacherCandidate profiles which will make TPDM applicant dashboard not useful to us since our users are interested in knowing an actual count of applicants which we are currently unable to do.

Our enrollment team and campus deans use this information to determine and project what the cohort size will be (e.g. for budgeting, hiring, supports, resource allocation, and booking additional classroom space (if necessary)).
