Replace currency data type in TPDM

Story

Currently in the TPDM we have 3 fields that use the MetaEd currency datatype:

• Amount on Candidate Aid
• SalaryAmount on StaffEducationOrganizationEmploymentAssociation Salary
• TutionCost on Candidate

Currency has been problematic with the ODS/API in the past (https://tracker.ed-fi.org/browse/ODS-4537) and is currently causing issues with Data Import (https://tracker.ed-fi.org/browse/DI-940) 

With the issues its caused in the past, it might be time to move to different datatype for the existing currency fields
