Adding default ProgramTypeDescriptors

In the past TPDM has not provided default descriptors for the ProgramTypeDescriptor used by EducatorPreparationProgrm. This forces EPP's to create their own, which is probably not ideal. Texas uses 3 classifications:

• Traditional - University based undergraduate 
• Alternative - Training offered in ESC's, community colleges, private vendors, etc.
• Post-Baccalaureate - Master's + Teaching certificate

Are these the correct classifications as a default?
