Add Department as an Education Organization

Story

Four layers have been identified as needed in higher ed to collect/track all data needed for education organizations, those layers have been identified as:

• University -> PostSecondaryInstitution
• College or School -> School
• Department -> ????
• Program -> EducationPreparationProgram

EducationOrganizationNetwork was discussed as an option at the highest level, but this might cause an issue when there is an actual network of institutions which is very likely at some point.
