Description
CSU has a use case in which we need to be able to identify public schools as 'high needs' or as having student populations that may be at-risk or in need of additional support. We use this to understand the context in which our teacher candidates complete their fieldwork, and to evaluate how many of our teacher credential completers go on to serve these populations.
We using data files from the California Department of Education that summarize potentially 'high needs' student subgroups by school, for groups including English learners, those receiving free and reduced price meals (FRPM), migrant students, homeless students, and foster students.

There are specific areas in the data model where aggregated data can be stored (for example, EducationOrganizationStudentFacts.AggregatedByDisability, EducationOrganizationStudentFacts.AggregatedSchoolFoodServiceProgramService) that work for the FRPM groups, etc., but there are no elements for Migrant, Homeless, and Foster youth, which are populations of interest in CA, and some of our most vulnerable students. It's valuable to have this option at the aggregate school level because it's not always possible to get access at the individual student record level, especially considering the sensitivity of the data.
