Look into update to credentials domain so that credentials that are in progress can be tracked

    Description

      Currently the credential domain does not allow for tracking credentials that are in progress, due to a required issuance date in the credential entity, a credential must be complete before it can be associated to a TeacherCandidate or Staff member. We would like to consider a model where credentials can be tracked as they are in progress.
