Description
For EducationOrganizations, the current model assumes a single unique ID (being changed to EducationOrganizationId). There are field implementations that will use the following, each with a different set of identifiers:
- CommunityOrganizations and CommunityProviders
- PostSecondaryInstitutions
- ExternalEducationOrganizations
- GovernmentOrganizations
The same issue is brewing for Students and Staff. Different EdOrgs will have different Student and Staff systems of identification.
In addition the Teacher Prep Program has the need to resolve cases where a single person may be a Student in one EdOrq (e.g., a university teacher prep program) with one identification system and Staff with an EdOrg (e.g., a K12 district where they are intern teacher) with a different identification system.
