Recommend adding additional types to RelationType

Summary of outcomes for Data Standard 2.1

• Problem Addressed: Some implementations (such as Mississippi Department of Education) have additional enumerations for Relation type that may be useful in other implementations.
• High-level Reasoning: There is some inconsistency in the existing enumerations (such as the existence of BrotherInLaw but absence of SisterInLaw) that should be corrected. Additionally, some other relation types, such as "Neighbor" and "Godparent" make sense to add.
• Changes Made: Added the following enumerations to Relation type:

  ● Parent
  ● Grandparent
  ● Relative
  ● Parent, step
  ● Sibling
  ● Emergency
  ● Spouse
  ● Neighbor

Mississippi Department of Education has some additional values for relationship that could be useful for other licensees:

• SisterInLaw (there is currently a BrotherInLaw but no SisterInLaw)
• SonInLaw (there is currently a DaughterInLaw but no SonInLaw)
• MotherInLaw (there is currently a FatherInLaw but no MotherInLaw)
• Parent
• Grandparent
• Relative
• Step Parent
