Consider capturing Staff Compensation data

Multiple States have extended Ed-Fi 2.0 to include additional Staff Compensation related data elements. Ed-Fi Data Standard v2.0 is limited to the collection of "hourly wage" under StaffEducationOrganizationEmploymentAssociation.

Consider whether any of the more commonly extended elements (Base Salary for example) should be added to the Data Standard.

Nebraska

Extended StaffEducationOrganizationEmploymentAssociation with the following:
BasicSalary The gross pay for the District/System/ESU-wide FTE assisgnment before deductions in whole dollars.
SalaryBenefits The annualized amount for benefits in whole dollars. This amount should include benefits and payroll costs paid by the district.
AdditionalCompensation In whole dollars.
*ContractDate *The datea in YYYY-MM-DD format on which the staff memeber was most recently contracted by the District/System/ESU for the current school year.
ContractDays The whole number of days contracted for each staff memeber. If an individual's contract is in hours, it must be converted to the day equivalence.
ContractorIndicator 1=Staff member's contract is held by the organization designated in the County District Number (If the system is a Non-public or Interim Program this field should be reported as 0)

Michigan

Extended StaffEducationOrganizationEmploymentAssociation to include the following:
REPFullTimeBaseAnnualSalary The full-time base annual salary for the employee is the base salary (basic contract) for a first-year full-time employee at this educational level. It does not include increments for years of service or longevity payments

TDOE

Extended by creating a new domain StaffCompensation with 15 salary/HR related elements.
It is believe that this domain is not currently in use, is not required for EIS reporting and was only added as a potential future data collection requirement

Salary For Teaching Assignment Only Indicator
Indicator to determine whether the teacher's base salary includes pay for teaching assignments alone.

Staff Compensation Base Salary
The salary or wage a person is paid before deductions (excluding differentials) but including annuities. Numeric - up to 2 digits after decimal place

Staff Compensation Health Benefits
Contributions made by the school district, municipal, state, federal and other government agencies for the teacher's or early learning provider's health insurance, prorated to the specific school or local provider agency indicated on the record, not including contributions made by the teacher or early learning provider.

Staff Compensation Other Benefits
All other benefits paid by the school district, municipal, state, federal, and other government agencies for the teacher or early learning provider, prorated to the specific school or local provider agency indicated on the record, not including retirement and health insurance benefits or contributions made by the teacher or early learning provider.

Staff Compensation Retirement Benefits
Contributions made by the school district, municipal, state, federal and other government agencies for the teacher's or early learning provider’s health insurance, prorated to the specific school or local provider agency indicated on the record, not including contributions made by the teacher or early learning provider.

Staff Compensation Total Benefits
Sum of retirement, health, and all other benefits, or total benefits paid by the school district, municipal, state, federal and other government agencies for the teacher's or early learning provider’s health insurance, prorated to the specific school or local provider agency indicated on the record, not including contributions made by the teacher or early learning provider.

Staff Compensation Total Salary
Total annualized salary of staff at the specific school/program indicated on the record in the school/program year specified on the record.

Contract Days of Service per Year
The number of days per year that a person is expected to work as outlined specifically in his or her employment agreement.

CRDC

The School Expenditures section of the CRDC submission collects salary expenditures for certain roles (e.g. teacher, instructional aide, support services staff, etc). Since individuals may have multiple assignments and since the salary expenditure is specific to the role in question and not the employment, an extension of StaffEducationOrganizationAssignmentAssociation may be required. In addition to the salary expenditure, the CRDC also collects the total FTE for each of the roles, as well as the source of funding (Federal, State, Local) for the salary.
