Description
Summary of outcomes for Data Standard 2.1
- Problem Addressed: The RaceType enumeration "American Indian - Alaskan Native" does not align with the Office of Management and Budget (OMB) race type.
- High-level Reasoning: The official race type is "American Indian - Alaska Native", per the 1997 Office of Management and Budget (OMB) standards from which the CEDS and TX PEIMS codes are derived.
- Changes Made: Removed the "n" in "Alaskan" so that the RaceType enumeration reads "American Indian - Alaska Native"
Original ticket description follows:
The enumeration value that seems to be standardized in K12 is "American Indian – Alaska Native" not "American Indian – Alaskan Native." The proposal is to make this change to align with industry norms.
Examples of those norms include:
- This is what is in the TX PEIMS system: http://ritter.tea.state.tx.us/peims/standards/weds/index.html?e1059
- CEDS: https://ceds.ed.gov/domainEntitySchema.aspx?txt=28907

.h2 Design
The proposed design is to make the change described, and change the RaceType value to "American Indian – Alaska Native"
ODS Note
This would be reflected in the Ed-Fi ODS with all columns (CodeValue, Description and ShortDescription) set to that same value (those should not be considered part of the standard, but there is some confusion so its better to be explicit).
.h2 Alternates considered
It would be possible to introduce a Descriptor for Race, but there is no evidence of that need in the market. Alignment to CEDS seems to be the norm, and is consistent with the use case where this was raised (Skyward SIS).
.h2 Breaking change summary
This will break existing implementations (both API and Bulk/XML) where the RaceType is used, as the new value will not match the older one. XML files should fail to validate as well.
.h2 Business logic
The transformation of one value to another should be straightforward, and there is no change in semantics.
