Data Standard 2.1 code management setup

• Synch Data Standard 2.0 development branch to the master branch (the dev branch is 1 commit behind)
• Create a v2.1 folder on the development branch
• Copy the v2.0 contents to the new 2.1 folder (don’t copy any 2.0 “Draft” or “RFC” sub-folders)

Notes:

• Work off the v2.1 folder in the development branch
• We should see discrete Pull requests to items in that branch and folder from individual Jira tickets, so we have traceability of changes
