Namespace Mismatch for SectionCharacteristicDescriptor

Namespace for values under the SectionCharacteristicDescriptor in the sample data is still pluralized, although the descriptor definition itself has had the 's' removed. Does not appear to be breaking anything since its consistent throughout the sample files, but doesn't seem to match the other namespace patterns used.
