Follow up on model issues with Citizenship type

Summary of outcomes for Data Standard 2.1

• Problem Addressed: Citizenship complex type isn't clearly annotated to indicate that it applies to US citizenship only.
• High-level Reasoning: A clarification of the purpose of the citizenship complex type would make it more clear that the Citizenship complex type is meant to communicate an individual's US citizenship and not citizenship of other countries.
• Changes Made: Change Citizenship annotation to: "Contains information relative to U.S. citizenship status and its associated probationary documentation."
