ResponsibilityType needs Discipline added

There are cases where a student could cause a discipline incident at a school to which he isn't enrolled. In this case, he should get a StudentEducationOrganizationAssociation with a responsibility type. The issue is that the current ResponsibilityType table doesn't capture this concept.
