Inclusion of "Other" in map type enumerations

Numerous type enumerations should include a value of "Other" that during lack this value. This should make the descriptor functionality more flexible and usable without needing to make schema changes. Example include, but are not limited to: StudentCharacteristicMapType, AchievementCategoryMapType, GraduationPlanTypeMapType.
