504 Program Association

From an email from Scott K.:

• We created an extended 504 student program association in our initial implmentation because it was not in core and we needed a 504 disability code. 

• We originally used the same DisabilityDescriptor table, even though the codesets were different, but plan to change that for the coming year.
• The other day, I saw in the data standard documentation a DisabilityDesignation in the SpecialEdProgramAssoc reference that indicated explicitly this could reference 504 or special ed.
• When I brought the idea of co-mingling 504 and special ed data, both DOE and the SEA group were against this.  Indeed, the special program would not allow the 504 process to be included in the special ed software.
• Just a comment, and perhaps a call for core 504 program association- I hear both from the department and my wife (a lead counselor in a Delaware district) that 504 is becoming more and important.
