SPED Changes based on SC discussion

• Update documentation for IDEAIndicator on StudentSpecialEducationProgramEligibilityAssociation to:

  "Indicates whether or not the student was determined eligible as a result of an evaluation."

Considered Model Updates based on 10/13 meeting that are up for DS Team Discussion [More details and some changes are expected based on PCG's email due 10/17] 

• Add EligibilityConferenceDate (DataType: Date) entity to the StudentSpecialEducationProgramEligibilityAssociation as an optional.

• Add SpecialEducationExitDate (DataType: Date) entity to the StudentSpecialEducationProgramAssociation as an optional.
• Add SpecialEducationExitCode Descriptor to the StudentSpecialEducationProgramAssociation as an optional. 
• Add SpecialEducationExitExplanation (String, Max 1024) to the StudentSpecialEducationProgramAssociation as an optional.
