Consider adding family members' military connection descriptor to StudentEdOrgAssociation

Most states I have worked with (Georgia, New Mexico, Idaho, New Jersey) all wanted to know if the student had a parent that was in the military, and if they were active duty, retired, or in some cases reserves. I have seen this handled with StudentCharacteristics, Indicators, and extensions, I would love to see it become part of the model.
