Adding AnnualWage to Capture Staff Compensation

    Description

      Right now there is StaffHourlyWage on staff ed org employment, however many states are collecting an annual salary instead. This is leading to inconsistencies, for example in New Mexico the state is asking vendors to put the annual salary in the hourly wage field and in Georgia they created an extension for annual salary. Perhaps this could be replaced by a Compensation amount and compensation period or something like that?
