Entities within StudentProgramEvaluation have duplicate names with TPDM-Core PerformanceEvaluation entities

This causes MetaEd to not output TPDM-Core XSD's, which means data would not be able to bulk loaded to TPDM, which could be a problem for the field.

Because Ed and Mustafa were out on PTO when this happened, the DS team renamed the duplicate items in such a way that the API surface was not changed, but it left us with some oddly names components. This ticket is to discuss the renames to see if we're ok with leaving them the way they are or want to choose different names.

Common RatingLevel -> Level

Descriptor EvaluationPeriod -> ProgramEvaluationPeriod

Descriptor EvaluationType -> ProgramEvaluationType

Shared String EvaluationDescription -> ProgramEvaluationDescription

Note: We discussed the naming issue in a previous review and agreed that the naming for the descriptors and description are fine but that the common RatingLevel->Level needs to be examined
