Context - 

SEA WG met and discussed the use case around having an early childhood model beyond the prek students who are attending the public school district data collection.

The use cases are:

1. Currently all states collect students attending preK grade level offered by a public school district.  
2. Some states collect students who attend a private early learning center for PreK funded by the State.  States tried to put this data with the existing K12 domain model for the enrollment and demographics data but created a program extension for collecting early childhood program participation information.  There is a need to have a model to collect information about students, their enrollment in a private early learning center, what program they enrolled in and from what time to what time.
