    Description

      From George @ Wireless Generation:

Student characteristics that often change by school year: Certain student characteristics involve determinations that are mostly made on a per-school-year basis. For example, consider LimitedEnglishProficiency. Typically, around the end of the school year, each LEP-classified student will be evaluated to determine whether English proficiency has been achieved, and that determination will govern eligibility for ELL services for the following school year. IEP disability determinations operate on a similar schedule. SchoolFoodServicesEligibility determinations are typically made on an annual basis, based on a survey distributed at the start of each school year. Would it make sense to move these characteristics from Student to StudentSchoolAssociation? EconomicDisadvantaged may be another such characteristic; so may be StudentCharacteristics. The generalization that these characteristics are tracked on a per-school year basis is not absolute, but is a reasonably good approximation of the actual process and timeline.

      MSDF/DLP assessment:

We need to consider whether to include the use case where we handle begin/end dates for attributes that are not covered in StudentCharacteristics and StudentIndicators (e.g. LimitedEnglishProficiency).
