Build out the What's New section of the 4.0-a Docs

Describe the changes to 4.0 from 3.3 using the format and style used here: https://techdocs.ed-fi.org/display/EFDS33/What%27s+New+-+v3.3-a

Needs to be broken down by domain:

• Assessment
• Grade/GradeBook
• Finance
• Other

Updating the What's New should include the major tickets that are the 'Why' that change was made then document the major changes. Then you use a macro to include the tickets that are tagged with the release. To see a sample you can look at the 3.3 What's New Sections.
